So would I be right in summarising the proposal as having a regular
slider with the added ability to adjust the rate of scrolling based on
mouse movement in the opposite direction of the scrolling? (Sorry, a
little late here).

This sounds like an interesting method for laptops as suggested,
particularly those with trackpads (Or whatever they're called). However
I get a bit of a feeling that this wouldn't be that useful for many
other people.

It would be nice to implement a feature I found on my wife's laptop
(Unsure if it's specific to whatever Dell cruft is controlling the pad
or if it's Windows). When the pad is tapped twice in succession, faster
than a double click, and then held the mouse button is considered held
down until the next tap allowing the user to drag-and-drop relatively
easily right across the screen.
