[ge-talk] Bug reporting

It is an eventuality that Haiku will be used by people who are not
developers. (I know I'm one of them; I'm just a chemistry student with
an enthusiasm for programming but not interested in taking it to a
professional level.) I figure Haiku could do with some sort of bug
reporting mechanism, and here's what I suggest.

Every program written for Haiku includes support for a BMessage which
returns an e-mail address. When a program crashes and a user opts to
send the bug report to the developer the recovery program sends this
BMessage to the application and fires off an e-mail with crash data in it.

Of course, for backwards compatibility the process if this BMessage does
not exist is to save crash data as a file and send it to the developer
themselves by finding their e-mail address on the Internet. This offline
option is also available to the user - I'm envisioning someone on a
dialup connection who might not want to connect to send an e-mail.
