Well, I'd just use a batch file to do that. I'm not sure what you call it in Be. In any case, you've got a number of scripting languages to choice from. I suppose a graphical way a creating a list of programs/files/web addresses/etc to launch would be easier then writing the script yourself.

I thought of another idea. An icon that's a group. Let's say you usually IM Tom, Dick and Harry and 5 other people from work. So instead of clicking to get 8 different windows, you'd have one icon called "Work group" and once you click on it, you'd get 8 IM windows. Or perhaps a group with 5 browser windows with a different website (or groups of tabs) in each one. Or maybe one icon to launch 8 IM's and 5 browser windows and a database app because you are working with them on a database and the websites are all related. Just one icon, one click and you are ready to go.
