	For gamers and other applications latency is more important than 
Qos, there are a windows XP version optimized for network with 0 
value for Qos http://www.windowsue.com/ .

	But this parameters of network configuration would be configured 
inside net config menu, with profiles to store if you need different 
configurations for different works, or users. And if it can be 
without restarting system it would b a great feauture.

	In fact restarting system must be avoided for instalations or 
profile changes as must as a OS can.
