My thinking is that you have two general ways of doing this:
1. Add the capability to address arbitrary portions of a file
2. Allow the vfs to break down files into smaller sections which can
then be addressed by normal attributes.
I've always liked tricks similar to #2 myself, ie making files appear as
a directory containing smaller pseudo-files.
As for networked annotations, that's fairly simply taken care of via
networked file systems.
