You're right in that the delay shouldn't be removed completely, but I
think it shouldn't be noticeable. Often, the delay is around half a
second which is definitely too much. I want the same behavior as when
you already activated the tool tip for a tool bar and then move the
mouse over each button. You have the impression that the tool tips
appear instantly (although there indeed is a very short delay) and I
don't find this annoying.
