Hi guys, I don't post often, but I find this a place where I'd like to 
put in my 2 cents, euro or US, or whatever local currency :)

I can see a logical implementation of this as being something that 
there's an API call to explicitly bring up the Notifications 
Preferences, populated explicitly with all notifications desired by the 
application, their description, etc. and optionally display them at the 
same time as all the other existing application/system notification 
preferences, so the user can make a more intelligent choice on how to 
deal with them as a cohesive and coherent system, instead of piecemeal 
where every application has a distinct panel that changes at the whim of 
the developer.  This saves both developer time, as well as benefits the 
user, if there's a consistent single place provided by the system to 
manage all this, because it saves needless complexity in both cases.
