We already have the syslog_daemon which more or less exactly does this 
- it even has categories, priority levels, is message based, and 
supports listeners that can do with those events whatever they want 
(ie. write them to disk).
But it is more or less text based, and would need to be expanded when 
we would like to have more sophisticated popups (ie. with embedded 
BView, for example).
